REGULATIONS

The 2008 China International Animation and Digital Arts Festival will be held from September 28 to October 1, 2008 in the city of Changzhou in eastern China’s Jiangsu Province with the sponsorship and support of the Ministry of Culture of the People’s Republic of China.

 

The main events of the festival will include:

The international animation works competition and Awards Ceremony (from September 28 to 30);

Screenings of excellent Chinese and international animation films (from September 27 to October 5);

The Forum on Animation Industry and Animation Art (from September 28 to 30);

The International Animation Product Market (from September 28 to October 5).

 

 

I.                   INTERNATIONAL ANIMATION WORKS COMPETITION (from September 28 to 30, 2008)

 

1.      Admissibility

 

Any frame-by-frame animated video or film made for the cinema, television, video and/or the Internet may be entered. Only works completed after July 1st, 2006 and not previously entered at the CICDAF will be accepted.

 

Works must be registered under one of the following categories in order to compete:

 

a) Cinema Feature film

- Short film

- Full-length film

 

b) Television programs

Television series

Single program

Advertising and promotional film

Animated program titles or clips

MTV or MV

 

c) Student works

 

d) Internet Film

Short film

Series

 

2 Registration specifications

 

a) Submissions

Works submitted for pre-selection must be in one of the following formats: VHS, Digital Betacam , Betacam SP tape, DVD and DV tape (PAL system only)

VHS tapes can only be used for pre-selection.

Entry forms must be received before July 1, 2008.

 

b) Official selection

 

Producers or directors whose films have been selected will be informed before July 31, 2008.

Cinema feature films selected for competition must be in film prints, Digital Betacam or Betacam SP tape.

Other selected films must be in Digital Betacam or Betacam SP tape, DVD and DV (PAL only).

Films for competition must reach the Festival Organizing Committee before August 20, 2008.

The Festival covers the return costs for films print, Digital Betacam, Betacam SP videotape. Other submitted materials will not be returned.

 

 

3)  There is no entry fee required.

Number of entries is limited to 6 films per company or school and to 2 films per person.

Only correctly completed typed and signed entry forms will be accepted. One entry form is required for each work. Entry forms may be copied, or downloaded from the Festival website: www.cicdaf.com .

Entry forms and other information must be received by the Organizing Committee before July 1, 2008, by mail or e-mail.

Each film can be selected for only one category.

Every entrant is under strict obligation to enclose:

- Director biography (maximum 200 words)

-         For works in languages other than Chinese, complete texts of the dialogue and/or commentary along with English versions with the exact time code (for use in subtitling selected films)

-           Please print all the information with letters on A4 sheets and enclose CD-Rom with the information in.

-         A photo of director (6cm×8cm, format JPG, 200K)

-     3 digital color stills (can be sent on CD-Rom in high resolution    300 dpi, minimum 6cm×8cm)

 

 

3. Transportation and insurance

All works submitted for selection and competition must be sent by prepaid mail and to the address of the Festival Organizing Committee with an enclosed pro-forma invoice stating: No commercial value, for cultural purposes. Festival pre-selection only!

 

Producers or directors of selected films must provide high-quality film prints, Digital Betacam or Betacam SP videotape, DVD and DV (PAL only).

Cinema feature films selected for competition must be in film print, Digital Betacam or Betacam SP tape.

 

In case of loss or damage to prints, the Festival Organizing Committee’s liability is limited to replacement value only. The cost of replacement will follow the current standard in China.

 

                           

4. Selection Committee

The members of the Selection Committee will be appointed by the Festival Organizing Committee. All committee members must be animated film professionals. None of the members may be, in any way, involved in the production or distribution of works submitted for selection. The Selection Committee is responsible for choosing works for competition. There is no limit to the number of films selected from one country.

The committee will choose works on the merit of their quality and interest with special attention to the creative concept.

Producers or directors whose films have been submitted but not selected will be informed by e-mail before August 20, 2008.

 

 

5. Invitations / Accreditations

Conditions for covering costs for directors whose films are selected for official competition are the following:

Accommodation, meal allowance and Festival tickets for one director or one representative only per film. There is the possibility that one director or one representative of the selected film will be provided with the travel subsidy by the festival origination committee.

 

6. Jury

The international jury for the official competition will be made up of at least 9 members, at least 5 of whom will be foreign.

All members of the jury will be animation professionals, such as directors, teachers, producers and critics.

The jury reserves the right not to award a prize.

 

7. Awards for Official Competition

The jury will award the following prizes:

a) CINEMA FEATURE FILM

Short film

·Grand Prix CICDAF 2008 for the best short film

                           Cash award of US $2000

·One Special Jury Award 

                           Cash award of US $1000

·Two Special Distinction Awards   

Cash award of US $500 each

Full-length film

·Grand Prix CICDAF 2008 for the best feature film

                           Cash award of US $3000

·One Special Jury Award  

Cash award of US $1000

 

b) TELEVISION PROGRAMS

·Grand Prix CICDAF 2008 for the best Television program

                           Cash award of US $2000

·Two Special Jury Awards

                           Cash award of US $1000 each

·Three Special Distinction Awards

                           Cash award of US $500 each

 

c) Student Works

·Grand Prix CICDAF 2008 for the best student work

                             Cash award of US $1500

·Three Special Distinction Awards   Cash award of US $500 each

 

d) Internet Films

·One Special Jury Award   

Cash award of US $1000

·Two Special Distinction Awards

                            Cash award of US $500 each 

 

 

The list of awarded films will be put on the festival official website “ www.cicdaf.com” before October 15, 2008 and the award winners will be informed right after by email. 

 

If the award winner fails to reply the award notification and to provide related information before Dec 31, 2008, we will take it the film winner gives up the right of the prize.

 

8. Copyright

Each entrant declares him/herself to be the author or rightful owner of the film(s) in competition. In the case of collaborative and composite works, each candidate undertakes to present such a film if he/she effectively holds, or is duly entrusted with, all the literary and artistic rights. Failing this, the film must compete under the name of all the authors. Otherwise only directors mentioned in film entry forms will be taken into consideration.

The participation of each entrant in the competition confers to the organizers the right to present his/her works, free of charge (in full or excerpts), on any media or public screening, for non-commercial purposes. Producers and directors of award-winning films should mention the prize obtained, the year and the name of the Festival (China International Animation and Digital Arts Festival) in the credits of their films and on all advertising materials.

 

9Screenings

All films selected will be screened for the public during the Festival. The Organizing Committee will decide the order and schedule.

Each entrant taking part in the competition confers to the Festival the right to show his/her work for non-commercial purposes and at most three additional special screenings.

 

II.  THE FORUM ON ANIMATION INDUSTRY AND ANIMATION ART (From September 28 to 30, 2008);

 

Any professional from the animation field, including teachers, directors, producers, publishers, investors and enterprisers of derivative products, is welcome to give a lecture about a subject which is thought valuable for the Forum.

Entrants should fill in application forms, providing name, age, occupation, resumes, contact information and abstracts of speeches not less than 400 words.

-        Please also send a photo of entrants (6cm×8cm, format JPG, 200K) and the complete texts of their speeches (in order to facilitate translation and simultaneous interpretation) to the Organizing Committee before August 1, 2008

The committee will inform entrants before August 20 by e-mail or fax if they have been invited to give a lecture. The committee will cover the cost of international travel, travel within China, accommodation and offer meal allowances in Changzhou. The committee will provide appropriate payment for their speeches.

 

III. CHINA INTERNATIONAL ANIMATION PRODUCTS MARKET (from September 28 to October 5,2008)

                          

1.            Summary

The market will include an animation program, software and investment market and animation product market.

Both events are open to producers, publishers, heads of television channels, representatives of supporting businesses, representatives of training institutions and other professionals from cartoon-related fields, as well as all kinds of animation-related products, such as films and programs, electronic games, electric toys, stuffed animals, clothes, stationery, etc.

 

2.            Registration

Applicants must fill in application forms providing name, age, occupation, contact information and product descriptions as well as requirements for exhibition stand space. Please also submit one picture of the enterprise's artificial person or office to the Festival committee with the entry form. Application forms can be submitted by email to animaket@cicdaf.com.cn or by fax to 0086519- 6801006 before August 20, 2008.

Exhibition stand will have a base area of 9m2 (3m by 3m) and cost RMB3000, 4000,5000(US $400, 500, 600) along with the different placement of the unit for the whole event. More than one stand can be reserved. Entrants can reserve the special stand of more than 20m2 for RMB 350 /m2(US$40/m2). To reserve stand, submit registration materials and remit the stand cost to the following accounts:

3. Exhibition Schedule

The China International Animation Products Market will be held from September 28 to October 5, 2008.

All stands must be completed before 17:00, September 27 and disassembled and moved out by 16:00, October 5. Participant should not withdraw from the market during that period.

For stands that have not been occupied by 17:00, September 27, the Organizing committee reserves the right to give the stands to other applicants without informing the original users. Payments for stand rental cannot be refunded.

 

4. Rules for Exhibition Participation

Each exhibitor should pay stand(s) costs in full as required by the application form. Only after receiving a completed application form and payment of stand(s) costs will the organizing committee reserve the stand(s) for an exhibitor. Exhibitors will be informed of reservations and receive an invitation by email or fax before September 5, 2008

 

5. Transportation and Insurance

Companies or exhibitors that participate in the market should choose whether to get financial, equipment or personnel insurance during all parts of the event.

 

Companies or exhibitors are required to completely cover transportation expenses as well as import and export fees and/or other expenses paid to customs. The organizing committee will assist in accomplishing facilities.

 

IV. Choice of jurisdiction

Participation in the Festival implies acceptance, without reservation, of the terms of the above conditions and regulations. Should any contestation arise, the court of Beijing district has sole jurisdiction and the Chinese versions of related regulations have sole legal value.

The Festival Organizing Committee reserves the right to final interpretation of these conditions and regulations.
